Major upgrade for IP address, DNS, and DHCP management

Ability to concurrently manage both BIND 9 and BIND 8 services
DHCP Relay Agent Information Option 82 support
DHCP Vendor Sub Option template to easily create nested data types in a single DHCP option (for example, Option 43 or 60)
Support for new platforms, including Debian 3.1, Suse 9, Suse 10, and Ubuntu 5.10
